As Scotland’s largest manufacturing cluster, Grangemouth is at the forefront of the shift to low-carbon technologies. Backed by significant government investment and industry partnerships, the site is developing projects in clean hydrogen, recycling, and green chemicals – creating jobs and reducing emissions for a sustainable future.

Project Willow, a feasibility study on Grangemouth’s future, carried out by Ernst and Young on behalf of the Scottish and UK Governments, estimated that some £3.5 billion in investment will be needed to deliver on the full potential of Grangemouth. This will be required to support both large scale commercially led industrial projects as well as to unlock key infrastructure upgrades and investments.

The Scottish Government, UK Government, and Scottish Enterprise are working together to create a cohesive cluster strategy and attract investment and have already identified a number of potential new projects. However, significant additional capital is needed to leverage the full value of the site.

Scottish Enterprise is working closely with the main landowners across the cluster – PetroIneos, Ineos, and Calachem.

Grangemouth’s transformation is anchored by the Grangemouth Industrial Just Transition Plan and Project Willow, which identified nine major projects across three focus areas:

  • Circular Economy and Waste Valorisation: Hydrothermal upgrading, chemical plastics recycling, and biorefining
  • Bio-feedstocks and Sustainable Fuels: Second-generation bioethanol, biomethane, and sustainable aviation fuel (SAF) production
  • Offshore Wind and Hydrogen: Fuel-switching solutions, low-carbon shipping fuels, and clean hydrogen infrastructure
